Quantity Surveyor

Working in the Low Rise Area Based Regeneration Team, you will be involved in the estimating and commercial aspects of our construction activities from planning through to account and billing of allocated contracts, with an Annual Spend of £15m, using primary SBCC Design & Build Contracts. The Area Based Regeneration Services key objective is to deliver essential repairs, maintenance, and energy efficiency improvements to the common parts of mixed-tenure tenement blocks across Edinburgh - buildings containing both Council-owned and privately-owned flats.

You will work in conjunction with Building Surveyors and Construction Project Managers, whilst working closely with Case Officers, to ensure that the contracts provide best value all stakeholders.

We are looking for someone who has a proven track record, knowledge, experience of traditional and design and building contract forms and working in or alongside public sector initiatives and ensuring aligning with Council Policies, would be advantageous.

• Educated to degree level or equivalent in a relevant professional discipline and have relevant experience in an asset management environment. In exceptional cases this requirement may be satisfied through relevant experience and demonstrated competence.
• Appropriate Chartered professional or working towards Chartered qualification.
• A professional qualification such as MRICS or MCIOB.
• Full UK driving licence.
• Ability to communicate complex and contentious issues internally and externally, including representing the Council as required.
• Ability to monitor, control and manage contracts to achieve the necessary rate of return and optimum recovery of costs.
• Significant experience in the delivery of complex building repair projects.
• Management of major repairs projects on local authority Housing.
• Effectively working with a wide range of stakeholders including homeowners, tenants, professional bodies representing surveyors and architects, heritage and conservation bodies, and community groups.
• Sound understanding of commercial issues and an aptitude for negotiations with experience of resolving issues with third parties.
• Understanding of the political sensitivities and issues surrounding the delivery of high profile and complex work in a public sector organisation.
• Ability to contribute to, interpret and analyse tender documents in order to ensure best value and quality in line with Council budgets.
• Knowledge, experience and understanding of delivering property repairs within the Tenements (Scotland) Act 2004.
